Does WD-40 remove concrete splatter?

WD-40 is a penetrating oil but contains no acid to dissolve the lime which bonds concrete together. Therefore, it is very unlikely to be effective and may actually hinder further attempts to remove the concrete using other products, as WD-40 creates a waterproof barrier.

We would strongly advise staying away from home remedies for serious problems like concrete contamination and being wary of "Life-Hack" style advice. 

WD-40's own website gives instructions on how to remove "concrete stains", not that actual concrete splatter. Even this is a temporary cover-up and won't actually remove the stains. Concrete can etch the surface of your paint, making it appear dull. Applying a penetrating oil or any other kind of waterproof lubrication to it will make it shine because oil is wet and shiny. But once the oil evaporates or is washed away, the stain is likely to return.
