Will a claybar remove cement splatter?

It probably will, by brute force, but doing so could potentially destroy your paintwork.

It is far better to remove concrete chemically, as this will minimize damage to surfaces. Depending on the level of contamination, it is practically inevitable that the contamination causes some damage, and removing it will cause further damage, in the form of acid etching. However, if this is shallow, it can easily be removed by machine polishing with cutting compound.

The danger with concrete removal is that it contains grit and sand, which is sharp and can cause scratches. Scratches can be far harder to polish out, and deep scratches can go right through the paint. When using detailing clay to remove any kind of contamination, we always recommend machine polishing as the contaminants get stuck in the clay bar which you are then rubbing over your car's bodywork.  Doing this to concrete could be disastrous, as any sand or grit picked up by the claybar, would effectively turn it into a sanding block.
